Now you can make a referral to the Maryland Infants and Toddlers Program at your convenience using the Online Referral System. This fully encrypted web-based application will ensure the security of your information while saving you time and increasing efficiency.
CREATE AN ACCOUNT
Before submitting a referral, all users must register for an account using an active email account. The user must provide their name and contact information. The referral can be completed using any device that is connected to the Internet.
COMPLETE A REFERRAL
The site will accept referrals made for all children who reside in Maryland and who are younger than three years old. To complete a referral, users must provide the child's date of birth, address and contact information for the adults with whom the child resides, and a reason for referral, along with other basic information.
SYSTEM SPECIFICATIONS
The online referral system is hosted by Amazon Web Services, a secure cloud services platform. The data is encrypted with one of the strongest block ciphers available and complies with HIPAA security guidelines.
STATUS UPDATES
After a referral is submitted to the Maryland Infants and Toddlers Program, users can log in to view the status of the referral and can track when the referral was received, read, and processed by the local Infants and Toddlers Program.
EMAIL UPDATES
If a referral is unable to be processed for any reason, the user will receive an email update and can log in to the online referral system to view a message from the local Infants and Toddlers Program with information and instructions for next steps.
SUPPORT
Support is provided via an online user's guide and a link to email staff for additional tech support or to receive more information about the Infants and Toddlers Program.

The first step in determining eligibility for early intervention services is a referral to the local Infants and Toddlers Program.
Once a referral is made the local Infants and Toddlers Program staff will call the family to talk through next steps, explain the family's rights, begin to gather information about the family's concerns, and schedule a developmental screening or evaluation to determine eligibility. After eligibility is established, early intervention providers will work with the family to complete an in-depth child and family assessment, to identify outcomes, services, and supports needed and to create a plan of action, called the Individualized Family Services Plan (IFSP).
EVALUATION AND ASSESSMENT
The local Infants and Toddlers Program has 45 days from the date of the child's referral to complete evaluation and assessment, determine eligibility, and develop an Individualized Family Service Plan, if the child is found eligible. The family plays an active role in the evaluation and assessment process, as well as all aspects of early intervention services.
INDIVIDUALIZED FAMILY SERVICE PLAN (IFSP)
Services are determined based on the child's unique strengths and needs and the family's priorities and concerns identified through an in-depth family assessment. Services are intended to build the family's capacity to support their child's participation in everyday activities and are provided within those natural environments.
